2021 APMIS and PSN system data quality improvement project

To improve the management and reporting functions of the Pre-Sampling Notification (PSN) system for administrators and inspection agencies, in addition to maintaining the PSN system, this project added related functions and optimized the system based on management requirements and users’ suggestions. The primary outcomes this year were: (1) Enhance reporting and management functions The improvements in the reporting and management functions could be divided into two parts. The first part included four tasks, while the second part contained seven. For the first part, the natural person certificate was added in the login options, providing users with a diversified, secure, and convenient user environment. The existed application functions used by inspection agencies were digitized. The online applications and review system eased the burden of administrators and inspection agencies. As for the second part, to meet the requirements of administrators, this project improved the review, analysis, and statistics functions. In addition, this project adjusted the equipment locking function of on-site sampling to reduce the possibility of human error. Complicated administrative processes were simplified so the administrators could perform related operations instantaneously. (2) Enhance the analytical applications of data collected from stationary pollution sources Based on the function (developed and integrated in 2010) comparing the number of APMIS and PSN report checks, this project continued to improve related functions by increasing the number of report-check pollutants, and the testing time charts were optimized. The sampling time reporting and statistical report functions were established to assist administrators in inquiring the information on stationary pollution source reporting conveniently and comprehensively. (3) Optimize functions of online feedback on evaluation comments, review, and notification This project continued to maintain the functions and compile the database of online feedback on evaluation comments, review, and notification developed in 2010. This year, the online reviewing of evaluation comments was adjusted following the actual review process. Furthermore, this project assessed the feasibility of interfacing the systems with government e-signature systems to improve the review function, meeting the expectations of management organizations. (4) Routine tasks and other practices In addition to developing and adjusting system functions, this project continued to fulfill tasks, such as interfacing data fields with other systems, modifying or adjusting the systems in response to the provisional requirements of administrators, increasing dedicated hotlines for customer service, and providing system details for information security inspection. In summary, this project added and optimized the management and reporting functions for the Environmental Analysis Laboratory and inspection agencies, so that users could use the PSN system more efficiently to meet their requirements.
